Action prevents wholesale cuts in restructure.

The Public Service Association (PSA) has saved 26 permanent jobs in the the Government Technology Platforms (GTP) restructure through collective action, consultation and the dispute before the NSW Industrial Relations Commission (IRC).

The original proposal cut 80 ongoing positions. The final structure cuts 54. The Department of Customer Service (DCS) also reports that consultation led to 50 supported changes or actions, including more roles retained as ongoing positions. This reinforces a central outcome of the dispute: employees and the PSA must have a genuine opportunity to influence workplace change.

DCS has advised the PSA that 13 additional temporary roles have been added to the Stage 2 EOI process following time-limited funding for the Licence NSW Transition Program. The roles are funded until July 2027 and provide more options for impacted employees. Ongoing employees who accept a temporary assignment retain their ongoing employment status and continue in mobility for an ongoing placement.

A key focus of the dispute was securing enough information to properly scrutinise the restructure. Material supplied by DCS on 23 October was a significant and constructive improvement. The PSA remains clear that meaningful consultation requires detailed information early enough for employees and their union to understand and influence decisions. The PSA will also continue to raise individual member concerns during implementation.

The final RMP states there is no formal right of review for assignment decisions in Stages 1 to 4. However, DCS has agreed to collaborative arrangements under which the PSA may raise individual concerns by email for urgent review. If an outcome does not properly reflect your role, grade, skills, capabilities or circumstances, contact the PSA promptly and provide the relevant correspondence and role information.

The PSA raised concerns that mobility over Christmas and New Year would reduce members’ practical opportunity to secure another role. Following the PSA’s representations and conciliation before IRC Commissioner Rizzo, DCS confirmed that no employee will commence mobility after 18 December 2026 or before 11 January 2027. Mobility matching will be paused from 25 December 2026 to 8 January 2027, with that period excluded from an impacted employee’s mobility matching period. An impacted employee active in mobility during January 2027 may also request an additional two weeks of mobility matching, which DCS has agreed to grant. These are important practical protections for impacted members.
