Report confirms union fears about prisons-for-profit

Clarence Correctional Centre criticised by Corrective Services NSW.

The CPSU NSW said today a report into the operation of the Clarence Correctional Centre backs up its campaign to ensure private prisons no longer operate in the state.

The Inspector of Custodial Services’ April 2026 report, Inspection of Clarence Correctional Centre 2024 found a multitude of issues with the gaol.

It found male inmates were reported to be naked in the vicinity of the women’s section and that staff in many cases would rather call in sick than work in the dysfunctional centre.

In the report she ordered, Inspector Fiona Rafter said, “We found it to be a chaotic and volatile environment with many women who felt distressed and unsafe, as did some of the staff working there.”

When Parlea Gaol returns to public ownership later in 2026, Clarence will remain the state’s only private prison. It is operated by British multinational Serco.
